Get a Loan for a New Car!

My friend and buddy, Dom, sent me a long email expressing his anxiety over a problem that concerned a decision he had to make on a significant issue that pertains to his community's old Chevrolet car.

This is the old car that Dom mentioned earlier in his emails that went to the ditch two weeks ago and caused mild traumas to two of his monk brothers who were in it. They were going to town for their medical appointments that gloomy, snowy day when the accident occured along the thirteen and a half-mile dirt road going out to the highway.
In relation to this incident, Dom's superior assigned him to personally attend to the car as it's been giving difficulty and danger to anyone in his community who drives it for a town trip or for simply going to the other building of the monastery complex.

Just the other day, as what Dom mentioned in his letter, the same old car went down the ditch again when a monk drove it down their guesthouse to collect dirty linens for laundry. With the series of car mishaps that occured involving the same car, Dom's superior has finally decided to get Dom to attend on it to solve future occurrences of mishaps and life endangering situations of his monks.

Now, my friend is torn into two major decisions: Sell the old car and buy a brand new one? Or Send the old car to a repair shop for major repairs and continue using it for their future town trips amidst the snow filled dirt road?

I wrote my friend back and enlightened him on the issues that were confronting him. I suggested to him that he must choose to get rid of the old car and buy a brand new one. I had to tell him that sending the old car to a repair shop will entail his community a lot of expense from their hard-earned-money-from-their-giftshop, and afterwards, the car's capacity and lifespan may still be at stake and the kind of service that it may give them couldn't still be assured.
I told him furthermore that by selling it to a car dealer who buys used old cars and by getting a brand new one, they will be assured of an utmost safety especially to the monks who frequently go on long hours of town trips regularly. Also, by buying a brand new car, they can save their money from frequent future car repairs.

It seemed that Dom was fully convinced and my suggestion to buy a new car was finally considered. However, there was one problem! He emailed me back and told me that his superior told him that they don't have that much budget and enough funding for a new car since their finances are currently focused on one major financial concern: the grading and widening of their monastery property bumpy dirt road! In view of their predicament, I emailed Dom and told him: "Why don't you tell your superior to avail of a car loan?
